Shayne Ramsay, Board Chair & President
Mr. Ramsay has been the Chief Executive Officer of BC Housing since May 2000. Mr. Ramsay was responsible for setting up the Homeowner Protection Office in 1998 and also served as its first Chief Executive Officer. Previously, Mr. Ramsay was Director of Development Services for BC Housing, and Director of Housing Policy and Program Development with the former Ministry of Municipal Affairs and Housing in British Columbia.
Mr. Ramsay serves as chair of the board of directors of the Crown Corporation – Employer’s Association, an agency that represents human resource issues for the provincial crown corporations in British Columbia. He is also chair of the board of directors of Housing Partnership Canada, a peer network and business collaboration of social housing leaders committed to innovation and transformation. Mr. Ramsay has a graduate degree in urban planning from the University of Toronto.
Howie Wong, Director & General Manager
Mr. Wong has been Chief Executive Officer of Housing Services Corporation since 2013. Previously, Mr. Wong has served as HSC’s Chief Operating Officer and as General Counsel and Corporate Secretary of Toronto Community Housing Corporation (TCHC), Canada’s largest landlord with over 165,000 tenants and a $6 billion housing portfolio. At TCHC Mr. Wong provided oversight to TCHC’s $450 million public bond offering program and $350 million corporate debt program; and the establishment of several high-impact joint ventures and public-private partnerships.
Prior to joining TCHC, Mr. Wong practiced business law at a predecessor of Gowling WLG (Canada) LLP for over 18 years. He serves on the boards of HSC Insurance and Encasa Financial Inc.

SARAH WOODGATE, DIRECTOR
Ms. Woodgate has held the dual role of President of Calgary Housing Company and Director of Calgary Housing for The City of Calgary since 2015. Calgary Housing Company provides homes to 25,000 people every day including 10,000 children.
Ms. Woodgate has over 20 years’ experience in community development, affordable housing, urban planning, real estate, governance and land development. Ms. Woodgate was recognized as a top 40 under 40 in 2014 by Avenue Magazine, is a member of the Community Housing Affordability Collective, and holds a Masters Certificate in Municipal Leadership from the Schulich School of Business at York University. Ms. Woodgate is a Chartered Institute of Housing Chartered Member, a Professional Accredited Member of the Canadian Institute of Planners, and is currently a director on the board of Housing Partnership Canada.

Terry Kozak, Senior Underwriter
Terry Kozak’s career in the housing industry has spanned over 30 years working for both Manitoba Housing and Canada Mortgage and Housing Corporation (CMHC). He has been involved in a wide variety of aspects in the housing sector ranging from market analysis, social housing delivery, underwriting and strategic policy development. These unique skill sets allows him to work with non-profit groups in the development stages of affordable housing initiatives.
Mr Kozak holds both a Bachelor of Education from the University of Winnipeg and a Master’s of City Planning from the University of Manitoba
